External Relations Manager

I.                      General Description of Position:

The selected candidate will serve as External Relations Manager for the Communications, Outreach, Multimedia and Information Technology (COMIT) contract for the National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) in Houston, Texas. The external relations portion of the COMIT contract currently has over 20 employees supporting JSC.

1. II.                Project Description:

The contractor will provide communications, outreach, multimedia and information technology services for the Information Research Directorate and the External Relations Office at JSC.

III.       Duties & Responsibilities:

1. Provides document and forms management and services
2. Manages library and multimedia repository
3. Provides records management
4. Provides history support and write/graphics services
5. Reports to Program Manager
6. Interfaces with other Departments and Offices as required

5. Provides external relations support: TV production, briefings, events, live interviews, exhibits, etc.

8. Interfaces with NASA JSC IRD/ERO counterparts

III.                   Minimum Knowledge and Training Required to Meet Responsibilities:

1. Education:
   1. Minimum requirement: Bachelor's Degree in Computer Sciences, Business Administration or a related technical field.
   2. Master's Degree in Business Administration is preferred.
   3. Experience:
      1. Must have been a Group Manager for a large Government support services program.
      2. Experience in handling a multi-customer, multi-user consolidated contract is required.
      3. 8 to 10 years of contract management experience is required.
      4. Minimum of 5 years of NASA experience in similar position is preferred. 
      5. Must have managed 20 to 50 employees in a Government contract environment.
      6. Skill Mix:
         1. Requires strong analytical skills.
         2. Must have demonstrated management capability.
         3. Requires demonstrated effectiveness in oral and written communications.
         4. Requires demonstrated expertise in principles, fundamentals, and practices in human resource management and financial management.
         5. Requires strong planning, organizing and negotiating skills.
         6. Requires strong skills in information systems planning and applications.
         7. Requires effective interaction and diplomacy skills.
         8. A Project Management Professional (PMP) certification is preferred.
         9. Lean Six Sigma Black Belt certification is preferred.

IV.                   Environmental Conditions:

Position requires frequent sitting with exposure to computer related equipment.  Requires occasional walking.  May require light lifting and carrying of 25 to 40 pounds. Occasional bending, crouching, stooping and kneeling.  Requires occasional reaching, frequent turning, and occasional twisting.

Position requires continuous talking or expression of ideas by means of spoken word, and frequent hearing sounds by way of oral communication in, for example, answering telephone.  Continuous requirement for effective near and far vision.  Frequent depth perception.

Work is continuously inside where temperature and ventilation are controlled.  Requires mobility to and from parking lot and may involve climbing stairs.
