Financial Analyst

Collects and prepares cost data, analyzes fiscal accounting and related systems, regulatory submissions, fiscal presentations for budget and reimbursement and financial feasibility studies. Prepares financial feasibility studies, operational systems, review/evaluate studies, and administrative/planning studies. Prepares, analyzes and maintains cost data for regulatory reporting and new program submissions. Analyzes operation of systems, prepares recommendations and documents to create and update fiscal services and other related policies and procedures with respect to operating systems. Conducts and assists in the presentation of fiscal educational sessions. Assumes responsibility for cost data preparation, analysis, systems analysis and other fiscally related duties. Consults with user departmental personnel for financial data processing and reporting requirements. Provides documentation for existing and proposed procedures. Organizes information for systems improvements definition and assists in implementation. Instructs user personnel on new systems and software applications.

Duties:
Function#1: Financial Analysis - Perform all activities related to processing transactions in PeopleSoft within established payroll deadlines.
• Provide accurate analytical support of position data, budgeted salaries, funding sources, funding end dates, fringe exclusions, and retro distribution handling
• Maintain data integrity by initiating routine/ad-hoc validation of financial and position management data
• Coordinate research with processing areas and/or departments to resolve position management data discrepancies
• Assist departments with funding issues and interpret funding guidelines to ensure transactions comply with policies and procedures
• Facilitate PeopleSoft organizational structure changes between department and technical resources
• Produce ad-hoc position management reports for department users
• Participate in testing and implementation of PeopleSoft upgrades/year end budget roll forward activities

Function#2: Funding Account Management & Reconciliation - Monitor and audit department budget records for required funding accounts in partnership with other central finance departments
• Conduct analysis of expired funding sources by producing weekly report and coordinate any corrective action with departments/and or processing areas
• Review and validate the reconciliation of personnel, maintenance and operational expense to ensure funds are used appropriately and are reconciled in compliance with institutional policy
• Provide any other ad hoc account management and reconciliation as requested
• Assist with researching and resolving prior year expired funding issues.

Function#3: Position Management Control – Coordinate position management control process for the institution with Human Resources and Executive Management Areas
• Compile data and produce monthly report for follow up action by EVP Areas/HR
• Maintain accurate position status by reconciling using queries
• Ensure procedures follow internal control policies during review process

Function #4: Process Documentation/Training Material – Assist with reviewing current documentation and identifying missing or needed documentation.
• Review current documentation and update as needed
• Assist with documenting any processes for which procedural documents do not exist or have not been formally documented.

Function #5: Customer Service – Assist with handling phone and email inquiries related to position management, expired funding, fund account management and reconciliation.
• Assist with the research and analysis needed to address inquiries.
• Ensure timely response to departments.

Function#6: Special Projects – Assist with any on-going projects in support of the objectives of the department and division.
